[Open to the Gotei 13 Captains and Vices.] [The Arrangements.]  
Characters: Gotei 13; Captains and Vice-Captains.
Rating: PG, for now.
Setting: 1st District headquarters; Meeting Room
Summary: The Gotei 13 meet to discuss pressing matters.

He sat at the head of the room, upon a small mat, similar to the total of 12 mats set out before him; six on each side, designated for each captain. The vices would stnd, as they always did when joint meetings would occur -- which was a rare event, at that.

He remained calm, sitting upright and stroking the long, soft strands of white cascading from his chin. To have four ryoka invade was one thing--but for this many to randomly begin appering at any given time, and any gien place, was more than worrying. Certain ryoka had dropped right into Seireitei and had to be forced into custody, which proved, in most cases, to be rather unpleasant.

He slowly raised his head as his comrades filtered in, eye crinkling with a thankful smile. "We have much to discuss."

Sometimes, it was nearly impossible to keep up with all the issues and events in Soul Society. And of course, there were times where he felt as if he didn't know why he was there. During a meeting like this, third in line in a row of vice-captains, Kira knew it was best to not voice his own opinion-especially if he stepped into the council room only 10 minutes prior and had absolutely no idea what was going on.

'Listen to what they have to say at first' was what he would always tell himself. But today, wrapped in the tense atmosphere and gazing at an empty mat that wouldn't normally be empty, he felt that this was all he could do.

Kenpachi strode into the meeting room, a few minutes shy of the meeting time but still earlier than some of the other captains, “Che.”

He sat at one of the mats at the far right, pointedly ignoring the other captains as some of them were throwing him disapproving looks for being late.

Stupid old man better hurry it up He grumbled to himself, shifting slightly in discomfort. He hated having to sit all formal-like and shit.
